THE 400,000 MEMBER Canadian Federation of Students has sent a strongly worded letter to Prime Minister Chrétien urging his government to withdraw Bill C-20, the so-called "clarity" bill setting out conditions for Quebec's departure from Canada.

Noting that the right of nations to self-determination is part of international law and a principle of the United Nations, CFS president Michael Conlon says that C-20 "insinuates that the people of Quebec are less democratically inclined than the rest of Canada."

The letter expresses confidence that the people of Quebec will themselves hold their leaders accountable, and that C-20's terms make it impossible to exercise self-determination due to the coercion implicit in the suggestion that Quebec's borders may change.

Conlon notes Ottawa's intention to make significant tax cuts in the upcoming federal budget, expressing "dismay" with an apparent trend of capitulation to the Reform Party. C-20 "adopts a significant platform from the Reform Party on the matter of Quebec."

"We add our voices to the many individuals and organizations, both inside and outside of Quebec, opposing your government's actions on this matter," the letter concludes.
